Basque Country Without a Car
You can build a rewarding Basque Country trip around public transport, walkable city days and selected guided excursions. The key is to choose a useful base and check the final connection to each activity, not just the journey between towns.

Choose your base before choosing excursions
Start with the places where you want to spend your evenings. Bilbao suits a trip centred on museums, urban walking and excursions into Bizkaia. San Sebastián suits a trip centred on the bay, pintxos and the Gipuzkoa coast. Compare the Bilbao guide and San Sebastián guide before deciding.
For three nights, one base can keep the trip simple. For a longer stay, using both cities can reduce repeated return journeys. Accommodation near a useful transport connection is valuable, but also check the walk with luggage, hills and the location of early tour departures.
Arrival and the journey between cities
The official Euskadi transport guide outlines airport buses and regional rail and bus services. Use it to identify the network, then check the operator for your travel date. A general tourism page is not a live timetable.
Compare the complete journey when moving between Bilbao and San Sebastián: travel to the station, the departure you can realistically reach, arrival in the second city and the walk to your accommodation. Reserve a transfer day with enough space for check-in rather than scheduling a distant excursion immediately afterward.
If your flight arrives late, check the last onward service before booking accommodation in another city. The shortest-looking route on a map is not always the easiest journey with luggage.
Spend city days on foot and local transport
Bilbao
Group attractions by area rather than crossing the city repeatedly. Compare walking, metro, tram and buses for the places on your plan.
San Sebastián
Use a compact walking day for the bay and old town. Check local connections when adding a hilltop attraction or a neighbourhood farther away.
Transport passes
Look up the regional card and ticket options only after you know the services you will use. Do not assume one pass covers every operator or excursion.
Which day trips work best without a car?
A straightforward town connection can suit an independent trip. An excursion with several rural stops, a winery appointment or a fixed return time may be easier with coordinated transport. That is a choice about the day’s structure, not a requirement to book every outing.
- Coast: compare Zumaia and Getaria; check the connection to each specific activity.
- Wine: for Rioja Alavesa, plan the winery appointment and return journey together.
- Food: our cider-house guide explains a rural food experience; confirm whether the selected activity includes transport.
- Several coastal stops: use the Gaztelugatxe coast tour guide to compare an organised day from Bilbao.
Five checks that make a car-free day easier
- Exact location: find the activity entrance or meeting point, not only the town name.
- Real arrival margin: allow for walking, station changes and unfamiliar streets.
- Return service: identify the last practical connection before starting a longer walk.
- Selected tour option: confirm pickup or central meeting point; these can differ between options.
- Access and luggage: ask about steps, walking distance and bag storage if they affect your group.
Keep the operator’s timetable and your booking details available on your phone. For days involving several independent connections, leave one optional stop that you can drop if the journey runs late.
A simple trip structure
Use arrival day for the first city, give its main attraction a separate day, then transfer once if you want both city bases. Add one coast or wine excursion after settling into the second base. This keeps most evenings close to your accommodation and makes the more complicated day the exception.
Our five-day Basque Country itinerary turns that structure into a daily plan. If you prefer one base throughout, substitute a city day for the transfer rather than trying to reproduce the whole two-city route as day trips.
You may still choose a taxi for a final connection or a guided vehicle excursion for a rural day. Travelling without a rental car does not mean every journey has to use the same kind of transport.
Optional guided experience
Compare a coast excursion with transport
A Zarautz, Getaria and Zumaia excursion from San Sebastián is one option for seeing several towns without arranging each connection yourself. Check the selected pickup or meeting-point option.

Connections to look up for your trip
Bilbao Airport → Bilbao
Look up the Bizkaibus A3247 airport bus. Decide on your accommodation first, then compare the walk from its city stop with the rest of your arrival journey.
Bilbao ↔ San Sebastián
Use PESA’s journey planner to search the direct intercity coach options for your date. Euskotren E1 is another regional route; compare total travel time and station access before choosing it for a city transfer.
San Sebastián → Zumaia
Check Euskotren services from Amara toward Zumaia. Zarautz is on the rail corridor too. Keep the meeting-point walk separate from the train leg.
For Getaria, check the UK09, UK10 and UK11 coastal bus options listed by Getaria tourism. A rail journey to a nearby town still needs an onward connection. For Laguardia, start with Álava Bus Line 9 from Vitoria-Gasteiz, as identified in the official town guide.
Tickets and regional cards
The main regional card names are Barik in Bizkaia, Mugi in Gipuzkoa and BAT in Álava. Before buying one, list the actual journeys you expect to make and check the relevant operator’s acceptance and fares. A few city rides and one intercity coach journey can produce a different choice from several days of regional travel. Current operator terms determine what is covered; a guided excursion is a separate purchase.
A realistic independent coastal day
Choose Zumaia as the main destination, make the town and viewpoint walk your fixed plan, and leave Zarautz as an optional stop on the way back. If Getaria and a winery are the priority, make that a separate day using the coastal bus connection. This structure avoids treating three villages, a hike and a wine appointment as a single effortless public transport outing.
Frequently asked questions
Do I need a rental car for Bilbao and San Sebastián?
No. You can plan city stays and the journey between them using public transport. Check your actual dates and accommodation locations.
Can I visit wineries without a car?
Yes, with a coordinated tour or a carefully planned independent connection. Confirm the winery address and return journey before booking.
Does hotel pickup apply to every tour option?
No. Some options use a central meeting point. Read the details for the option you select rather than relying only on the tour title.
Should I stay in one city or both?
One base keeps a short trip simple. Two bases can suit a longer itinerary if you want substantial time in both cities and nearby areas.
